The facts relating to the death have been passed to the Crown Prosecution Service for consideration and a decision has been made that no further action should be taken against the arrested man. Mr Phillips's family has been informed.

The investigation has concluded that no criminal offences have been committed in relation to his death, and it is no longer being treated as suspicious. A file will now be passed to the coroner and a full inquest will be held at a later date.
