The Scottish Government says the move will make railway policing more accountable but critics include trade unions and BTP officers.
Hunt For Couple After Teen Train Attack
Transport police are hunting a couple in their 40s who punched and stamped on a 15-year-old at a train station.
The attack happened at Patterton station in Newton Mearns, East Renfrewshire, at about 11.30pm on Saturday.
The 15-year-old boy was travelling with a group of friends on the Glasgow Central to Neilston train and got off at the station.
British Transport Police (BTP) said there was an "altercation'' between the teenagers and a group of older people.
As the 15-year-old left the train, he was punched from behind and stamped on as he lay on the ground.
His mobile phone was also stolen.
He suffered facial injuries but did not need hospital treatment.
BTP said those believed to be responsible are a man and woman in their 40s.
Detective constable Ryan Tierney said: "This would have been a busy service and I am aware there was an altercation between the group of younger boys and a group of older people shortly before the assault took place at Patterton.
"Anyone who was on the train and has information regarding those involved who remained on until it arrived at Neilston at 11.40pm is urged to get in touch as a matter of urgency.
"British Transport Police can be contacted on 0800 555 111 or by texting 61016. Information can also be given anonymously to the independent charity Crimestoppers on 0800 555 111.''
