A number of hotels and their bars in Aylesbury and Buckingham have failed underage checks by police.
They were tested by a plain clothes Police Officer and a volunteer young person.
It was hoped hotel or bar staff would be suspicious at an older male with a younger female attempting to book a double room and flag their concerns immediately to the police.
During the operation, 16 hotels and bars were tested. Eight sold alcohol to an underage test purchaser and three doubles were booked.
Those who failed any aspect will now get a visit from Aylesbury Vale District Council licensing.
