People in North Devon will have to pay more council tax and higher car parking charges.
It is to help make up a £1.3million deficit North Devon Council will have otherwise.
Measures they are taking include adding 10p per hour to car parking charges, increasing the North Devon Council share of council tax to 2.5% and cutting grants to North Devon +, and North Devon Theatres and Festival.
Leader of the Council, Des Brailey, said: "The alternative is that you try to recover the money in some other way, and clearly we can't ask the taxpayer to pay all of the amount that we need."
