Peter Richard Fox, aged 62, from Spalding, has been sentenced to seven years in prison.
He was arrested last July for the offence of Outraging Public Decency after taking pictures of women’s legs and bottoms at the Heckington village show.
A search was subsequently carried out of all his computers and media storage devices.
He was found to have dozens and dozens of discs containing indecent images of children.
The indictment included one count of sexual assault, one count of inciting a child under 13 to engage in sexual activity, four counts of making indecent images of children and one count of total possession of 15,644 indecent images of children.
He pleaded guilty straight away although stated he didn't do it for sexual gratification.
The Judge today stated he had no doubt that it was for sexual gratification and sentenced him to seven years in prison with a full Sexual Offences Prevention Order.
Detective Inspector Simon Lovett said, "The work undertaken in this case by PC Kirsty Longmuir was painstaking, meticulous and dedicated.
"It was detection work at its best. No stone was left unturned in the quest to apprehend this man and bring him to court today. I am very proud of the work of this officer and the team."
