A former Mayor of Chelmsford has failed in a bid to stop the media revealing that he's taking legal action against Essex Police.
David Lee has launched a High Court challenge to quash the caution given to him three years ago.
The 47-year-old was put on the Sex Offenders Register for possessing indecent images of children.
Mr Lee was given permission to pursue a judicial review of the force's actions but Lord Justice Aikens and Mrs Justice Swift refused his application for "anonymity'', saying the "general principle of open justice" had to apply.
A date for a hearing of legal arguments has yet to be fixed.
Mr Lee resigned as mayor and as a councillor in November 2007 following the launch of a police investigation.
