Chelmsford City Council says it is taking "urgent" legal proceedings to remove a traveller camp from one of its car parks.
Around eight caravans turned up at the Essex Records Office on Wharf Road on Monday.
A spokesperson for Chelmsford City Council said: "The Travellers in Wharf Road Car Park do not have permission to be there. We issued a notice on the day they arrived (Monday 25 January) that they were trespassing on the land and that we required them to quit.
"The Travellers told us that they intended to leave last night (Tuesday 26 January) but have not done so.
"As a consequence we have commenced urgent County Court proceedings for a Possession Order to evict them."
