Devon and Cornwall Police merger looking unlikely

A proposed merger between Devon and Cornwall Police and the Dorset force appears to be hanging by a thread.

Police and Crime Commissioner Alison Hernandez has already said she won't support the move. 

Now the Police and Crime Panel has voted to back her.
