Clamp-down on 'Chuggers' in Norwich

There could soon be tighter regulations put on charity collectors working in Norwich city centre.

Some shoppers have been unhappy about how the collectors, who are often nicknamed 'chuggers' or 'charity muggers', stop them in the street to ask them to sign up to direct debits to a certain charity.

Because no money actually changes hands they don't need to have a license from the City Council.

Other cities have tried out agreeing a framework to decide where and when the collectors can work.

Public fundraisers are monitored by the PFRA who have a code of conduct about how collectors should work and they also carry out mystery shopping to make sure the rules are being followed.
