A number of people have been checked in hospital after 19 people were found in the back of a trailer on the A41 Bicester.
Police say those who didn't need treatment were arrested on suspicion of immigration offences.
They'll be handed over to border officers.
A spokesman for Thames Valley Police said: "Thames Valley Police was called to a layby on Oxford Road, A41, Bicester, to reports that 19 people were in the back of a trailer at around 4pm yesterday.
"South Central Ambulance crews were called and attended the scene.
"A number of people were taken to hospital for checks.
"Occupants who did not require hospital treatment were arrested on suspicion of immigration offences and will be handed over to immigration officers for further investigation."
