It follows the government's announcement of public sector spending cuts.
Departments being reviewed include highways and transport, the library service, the youth service, household recycling centres and street lights.
However, the council has confirmed that NO area is safe.
Leader Angus Campbell says they will try to protect areas like education and health:
"We must try and protect front-line services, with a particular eye to those which support vulnerable people. However, it is inevitable that the savings required will mean a reduction in posts and staff employed.
"Our starting point will be to manage the loss of posts through natural turnover, internal redeployment and careful management of vacancies."
