Domestic abuse report
Heart has discovered that in the past 3 years 2867 cautions have been given out for domestic abuse offences in Devon. Over a thousand in Plymouth alone.
Around half of these come under the category of common assault and battery. Others include death threats, harassment and actual bodily harm.
Police claim the number is down to victims refusing to press charges, with 40% of reports ending with a caution rather than going through the court system.
