Central Suffolk MP and Health Minister Dr Dan Poulter says all foreign doctors who work in the NHS will have an English test.
From April 1st there will be one national list, which every GP will have to be on, before they can treat patients.
There will also be a legal duty to ensure those on it speak good English.
The new powers are being given to the General Medical Council amid growing concern that some foreign doctors are failing to understand basic medical terms - and could be putting people's lives at risk.
